The Pennsylvania Gaming Control Board has has to issues many fines over the last year, most of which pertained to underage gambling. The most recent fine issued, however, was over "regulatory shortcomings." The Meadows Racetrack and Casino had been cited, receiving a $48,900 dollar fine.
The levying of the fine came from several incidents that had taken place between June 22nd and August 31st of 2009. The incidents that occurred were three patrons who had allegedly conspired to manipulate slot machines so that they could create falsified pay outs. By pressing the right combination of buttons, these players had managed to create false payouts. Two of these alleged perpetrators had managed to obtain pay outs.
The investigation was, according to a press release, triggered by the observations made by an on-site Gaming Control Board employee. Criminal authorities had eventually been called into the investigation, which led to the filing of charges by the Washington County District Attorney. Early reports showed that more than $400,000 dollars had been illegally siphoned off in the theft.
Three different fines were levied. First, a $6,900 dollar fine was levied for "improperly enabling a software feature without obtaining Board approval," a $30,000 dollar fine for the 15 days in which The Meadows had not investigated jackpot variances, and finally a $12,000 fine for paying a jackpot to a patron that was not the winning patron.
