Sumner County received good news on Tuesday when the Kansas Lottery Commission approved a contract for the lone casino. The final approval process is underway to construct a high class facility near Mulvane. Votes were unanimous among board members and there was actually very little to discuss in regards to the plans for Chisholum Creek Casino Resort. Foxwoods Development Co. will head the project and plans to have $153 million in infrastructure within the next two years.
Several other casinos were proposing the development of a new casino, but recently dropped out of the race in hopes of creating some type of partnership with Foxwoods Development Co. Minnesota's Lake Entertainment was one of the bids dropped, as they are already in partnership with Foxwoods and would act as general manager for the casino. There is also talk of Prairie Sky development joining forces with Foxwoods, since they dropped out of the race for the site near Mulvane.
The partnerships came about after there was trouble securing the financing for the facility. Now that there are three equity partners prepared to pay cash for the gaming facility, Foxwoods can move forward. “We can now come to the state of Kansas with the full assurance we have the ability to build this facility with all cash,” Armentrout says.
With the three partnerships dividing up the financing by 50%, 33% and 17%, Foxwoods will not be contributing to any equity and will act as a co-manager to the resort. The Kansas Lottery Gaming Facility Review Board will receive the contract this week and decisions should be made shortly.
